The Originator and the Principal Advisor of NACMC

For the past 13 years, Professors Nigel and Deborah Bax have played an instrumental role in helping Iraqi medics and health organisations develop medical curricula and training programmes.Nigel, who was the former Head of the Academic Unit of Medical Education at the University of Sheffield, has been awarded the Iraq Higher Education Medal from His Excellency Professor Dr Nabeel Al-Sahib, the Minister of Higher Education and Scientific Research. Deborah, who is an Honorary member of the University's Department of Infection, Immunity, and Cardiovascular Disease, has also received the Gold Decoration of Honour from the Union of European Medical Specialists for her work in assisting Iraq to join the organisation as an Observer Member, providing the country access to training curricula in over 40 specialties across Europe.

God Almighty has blessed us with His kindness, care, and success by making us a tool and a reason for discovering the causes of diseases and developing solutions for them. You, doctor, are God Almighty’s tool in treating the sick and bringing joy to the hearts of His creation. This is an obligation, not an honor. This is a great message and a responsibility on our shoulders. We must be aware of it and its requirements. But he makes light of the sins and calls for us to bear them because of the great reward that God Almighty has prepared for us. Scientific Research in the Field of Evaluation

The National Center for the Assessment of Medical Competencies conducts research on a wide range of evaluation issues, in various sectors and educational levels. Distinctive features of the Center include the role of evaluation in public education policy and system-wide change. As the Center’s interests include the structure of qualifications in the practice of assessment, the accuracy of grading systems, the validity of qualifications, and collaboration with colleagues in a range of educational and evaluation organizations around the world.

Definitions and General Concepts

Measurment

Numerical or descriptive identification with specific and agreed instruments.

Evaluation

The process of judging the quality of performance to know its level based on specific criteria and tests.

Assessment

A continuous and comprehensive process through which data is collected, reviewed and analyzed in order to identify and enhance strengths, identify weaknesses and fixing them to ensure improved quality of performance.

Competence

The term “competence” is closely related to the Latin word “competent” which means “authorized to judge” or “has the right to speak”. Competence is the ability to do a task in an effective manner as it includes a number of cognitive, skill and behavioral abilities that provide a practical life product in a correct, effective and acceptable manner .

Knowledge Examinations

It tests in various forms, including multiple-choice questions or short essays for pathological conditions and harmonious exchange. The purpose of which is to ensure that students obtain the required knowledge in basic and applied health sciences as well as the general principles of the profession, ability and cognitive competence in advanced and clinical applied sciences.

Clinical Examinations

practical, procedural or clinical tests aimed at ensuring that the student possesses the knowledge, abilities, skills and professional behaviors necessary to work efficiently and safely in his future work.

Our Vision

Enhance students’ learning through more meaningful educational assessment and practices that achieve educational credibility and reputation through deep partnerships with education and assessment leaders in Iraqi and international universities to design assessment policies and programs, quality assurance, and designing technical qualified solutions to support important educational goals. Support leaders and administrators (personnel) in dealing with ongoing developments in educational assessment, required standards and future challenges that will arise while working to improve their systems and deal with the challenges that always arise when they maintain or develop existing systems.

Equity, Inclusiveness, Coherence and Integration, Balance and Systems Thinking are the main principles in the center.

The main task is to support improvement and development according to the results of the evaluation through the following :

  • - Formulation of evaluation systems, policies and procedures for them.
  • - Use of techniques in storing, using and developing exam material.
  • - Develop exam instructions in line with scientific principles and use the means to keep up to date with global developments.
  • - Reliance of data and evidence in strategic plans for education.
  • Training on:

    • - Modern methods of assessment for examination and quality committees.
    • - Establishing Vocabulary Banks for colleges and universities.
    • - Using results analysis to be a basis for the development of teaching, learner and curriculum.

 

The work in the field of Educational Assessment Systems (EAS) ranges from helping universities and colleges design and implement performance assessment systems in subjects to working with them on technical and practical issues associated with large-scale assessments. More specifically, it focuses on technical issues and processes that affect the effectiveness of educational assessment policies and programs to support universities in many ways including:

  • - Provide dedicated support to colleges in designing, implementing and improving fair, effective and useful assessment programs that comply with the requirements of the Ministry of Higher Education and Scientific Research. The Center provides a full range of support, including technical analysis, skilled facilities, policy and management support, documentation, communication, and training.
  • - Coordinate and work with technical advisory committees to ensure that Deans receive the best possible technical advice to support their assessment programs.
  • - Develop and distribute practical standards for assessment programs and their quality that include specific information about what universities and colleges should do to have technically sound programs.
  • - Assist colleges in developing balanced and innovative assessment systems to support teaching and learning, as well as provide data that can be used in quality systems.
  • - Promote best practices in the field by acting as an information conduit for all the concerned in educational reform through sponsorship and leadership at conferences, initiating studies, and collaborating with other key services provided.
  • - Administer and supervise exams centrally as a second auditor or to support a third-party auditor.

  • Preparing electronic programs for question banks, analysis programs, implementation of exams, models and templates for quality.
  • Introducing the international platforms for evaluation and approved question banks and ways to deal and cooperate with them.
  • Identifying and supporting the faithful staff in developing assessment applications on modern methods in Iraqi universities.
  • Cooperation with Arab and international expertise and bodies in the field of evaluation.
  • Holding workshops, national, Arab and international conferences.

Sixth: Standard setting .

Seventh: Quality Assurance pre and post exam.

Eighth: Feedback to students, Staff and curriculum designers.

Ninth: Formulating proposals for developing strategic plans.

Tenth: Development and innovation in assessment tools and procedures.
